How to increase your page rank

There are no one who know how google Rank and list sites in his search.
But Google is fair and won't favorite a site that another (although Google always favorite Blogger blogs!)
But people says that Page Rank increase if you get a link in other sites, and that's true.
I made PR3 from, you can say nothing... The MSDN forums have a High PR and I was posting there. On footer of my posts I link to my sites.
From those links I get PR3 in 15 days.
